Phenyl Trimethicone is a silicone based ingredient that is added to cosmetic proudcts to improvew texture and spreadability of a product. This is an occlusive ingredient meaning that it forms a barrier on the skin and locks in the moisture of the skin. Technically this could be classified as an occlusive moisturizer meaning it may not hydrate the skin but it will definately prevent moisture from being lost.
